Just to ease your search for a dial-up connection french use the terms "RTC (Réseau Téléphonique Commuté)" or "bas débit" to translate dial-up / PSTN / POTS.

I would go for a free dial-up account, still having to pay as you go for a local call (0.02 €/minutes) but that is the telephone line's owner problem. Several services offer that, here are two of them from a quick search (i don't endorse any of them):
