I've decided to try and upgrade xerces-c as the version being used was quite old and I needed a new one for a program.
The git patch for the update itself is attached here and is pretty simple. Following are the git patches that fix the packages depending on xerces-c. All should be OK, I've tested it and it worked for me but someone should probably test it too before committing.
