I stand corrected. From the 'whatis' manpage, you can generate the old-style 
whatis indexes via the following:

   whatis -M manpath -w '*' | sort > manpath/whatis

You'll have to iterate yourself through all of the manpaths either in
$MANPATH or in /etc/manpath.config to generate the whatis indexes.

Things are certainly different between distros as well as Linux and various
*nixen (i.e. Solaris, HP/UX, AIX).

Oh, and kudos to Don for switching over the list.
Don't forget to update your MUA rules and filters.
