I can do that easily:

 - GIMP for drawing the menus and buttons
 - jpegtopnm, ppmtoy4m, mpeg2enc to compile menu (video) parts together
 - toolame for the menu audio
 - mplex, spumux for adding the button layers to the menus

 - gopchop for the digital cutting
 - replex to put the digital cuts back into DVD-compatible form

 - dvdauthor to build DVD filesystem
 - mkisofs to make burnable image

 - make to keep everything straight

If recording under Linux you'd need cdrtools (cdrecord).
