Back in the day you could do a floppy install. It took a few floppies to get your base system going and then you loaded the rest via network. You could put the drive in another computer and use debootstrap to put an image on it, use chroot and install packages. Then with the drive back in your intended machine, you could boot with a grub boot disk and continue via network if necessary. I have done the dependency thing you describe as well. Basically there, your goal is to get network going. Work out the dependencies for that.
