Do you know other members in your area ? Although it should not be a requirement, the discussions are easier/quicker when fellow members get together. Then with a small group of FSF members it's also easier to advocate to anyone else. So far I preferred the quiet route and presenting some tangible resources after a few months, perhaps the timing is good for more.
Progress is slow but steady, check http://libreplanet.org/wiki/Group:LibrePlanet_Quebec - nothing really extraordinary there, just documenting what I do and what others close to me do, and inviting them to do the same, while networking. FACIL (http://www.facil.qc.ca) has some great advances in the political scene here in Quebec, and at the federal government we have several contacts that are mostly dormant but could rally around an FSF-CA organization rapidly. Many other organizations involved in industry & IT across Canada can also be invited virtually. I believe the upcoming LibrePlanet conference in Boston could be a target date (and place) to organize this, we'd also need to ask the FSF if/how we would be tied (or not) to them. We started some of that networking during SFD last year. The bottom line is this requires a lot of discipline, dedication, and time. Discovering interested people in other provinces and getting them together will require more outreach than this list. It will also require a small group of people to be available almost immediately to show up and respond when they come (we currently do that on #lp-ca-qc on IRC/Freenode), and have them register at http://fsfc.clith.com/Volunteers. While this is desireable (and even urgent), I've found in many cases we don't even know what neighbors are using/advicating FLOSS, so I am focusing on that first.
