The whole point is that a meeting of non-members i.e. the signatories 
to the account and someone who has access to the membership database 
would give you exactly what you want, a list of the current members!

Given that *nobody* knows who all the current members are and cannot 
know without access to the bank details then it would be rather 
difficult to invite them to that meeting would it not?
