* autogen.sh, configure.ac, Makefile.am: Modernize the build system.
* gucharmap/*.c: gucharmap_intl_ensure_initialized () in every
library entry point. Use gi18n-lib.h instead of custom gettext.
* gucharmap/main.c: Use GOption instead of popt.
