System Tools Backends Version 2.8.1, 2009-O8-20

The System Tools Backends version 2.8.1 "Crunch" have been released. This is a
minor release fixing the brown paper bag version 2.8.

- Fix D-Bus activation to point to $(sbindir) (thanks to Götz Waschk)
- Move $policy_in_files out of the HAVE_POLKIT case (Carlos Garnacho)
