How to write an application for downloading the file using MINA?

I want to write an application to control the speed or users for file
downloading . At first I post this message to MINA mailing list. And someone
told me that I can try Ftp server based on MINA.
So I want to know , whether I can embed this ftp server into my web
application and have more control over the download speed or user
privileges.
