That's why we're having a meeting to discuss it! :-) And certainly an
option. That's how SXSW plans their schedule, which also gives them a
chance to put bigger things in bigger rooms and not have popular things
conflict.

Let's go with 3 Eastern/19:00 UTC, which makes your potential schedule for

1 p.m. Eastern, 17:00 UTC - Go/no go meeting
2 p.m. Eastern, 18:00 UTC - Board meeting
