Matthew, This is a good idea, but I don't see how it can be easily implemeted. Currently openstack.yaml contains a few releases so we need to know which one to extend/use as a base. I see another way: describe most of the options in _base.yaml and _full.yaml and include them in files like ubuntu.yaml, redhat.yaml, etc. So the user can easily create a similar release file and it will be processed. Is it ok for you?
