May be it could help someone.
Finally i got this with additional "location" in
/etc/nginx/conf.d/nailgun.conf:
...
location ~ ^/$ {
auth_basic "Fuel WebUI";
auth_basic_user_file /etc/nginx/conf.d/htpasswd;
}
...
We should use regex to get just only "/". In other cases all under /
requires auth.
