So, upon finding a way to circumvent the no-fly list that requires extra
passenger screening at security prior to boarding a flight in the U.S., who
exactly does one report the vulnerability to?

Not wanting to miss my flight, the idea of calling it to anyone's attention
prior to boarding seems unwise. ;-)

Would you suggest debriefing TSA at the airport at one's destination upon
arrival?

Sincerely,

Jason Coombs
