It is hard to say if maintaining an expoit database is worser than
publishing them, maintaining a mailing list is one point of view too.
The law text mentioned is only French language, what is the view of this
legifrance.gouv.fr document?

I would be suprised to see a law that says it is bad to give other
peoples work away for free but ok to sell that work?
Something doesn't smell right in France and its not the cheese.
