You can't "see" an image rendered that way, unless you're Rain Man and
can mentally reassemble a JPG from text.
Motive is irrelevant. Leave this to the proper authorities.

ยง 2252A lays out the crimes, punishments and defenses dealing with child
pornography.
Again I am not a lawyer but from my reading of the statute, the first
people who hit the aforementioned website would have an affirmative
defense to prosecution (assuming they reported the site and destroyed
any images); however, once the content of the site was posted to FD and
people "knew" what the site contained, anyone who then visited the
website may not.
As Gadi stated above, Motive is irrelevant. Outside of law enforcement,
no one has right/need/responsibility to investigate. The statute (above)
only requires "knowledge" of the child porn. It makes no references to
"with good intention" only "knowingly receives or distributes..."
Report the suspected site, scrub any images/cache files and be done with
it...
