1. MS is wrongdoing by releasing (and charging for use of) software that has bugs in it.
My parents are at fault for not creating a child with a body that can withstand/deflect bullets.
2. Admins are wrongdoing by not applying patches to the systems they maintain.
I am at fault for not carrying body armour (bullet-proof vest, etc) with me everywhere I go.
3. Worm authors are wrongdoing by writing software that propagate through the networks by exploiting all of the above.
People shooting guns at me are at fault for taking advantage of my non-bulletproof body.
