Maybe PayPal is used by 75% of the hackers because PayPal is used by 75%
of *everybody* who wants to move money around, but doesn't want to give
an actual credit card number to the other person?

(Or whatever the numbers are - I'm willing to bet that we'll discover that
95% of the hackers spend at least part of their money at Amazon and eBay.
That doesn't necessitate that Paypal, Amazon, or eBay are in cahoots with
hackers....)
