This is true.  However, how many people are going to buy a prepaid
phone just to make a prank 911 call?  In addition, call logs are kept
for these phones, and it's a simple matter for police to contact
people who own phones which appear in the call log and see if they
recognize the number.  It's going to be a very tiny number of people
willing to go through the cost and effort to make such a call, small
enough that it will be an insignificant risk.
