Note that the cost-benefit analysis for "state taking some obvious low-cost actions to minimize the cost transference from dumb people to others" is quite different from "state taking *all it can* to save use from terrorists, no matter what the costs".. There's a lot more idiots running into cars while talking on the phone or otherwise distracted than there are terrorists. In fact, one insurance company is running commercials promising premium reductions for every six months that you manage to avoid running into "Mr. Changing their pants while driving". Oddly enough, they don't promise to lower your premium for not encountering a terrorist.....
