.AT is not one of the few ccTLDs which operate under an ICANN mandate.
They are completely indepedent and subject to local oversight only
(which is, frankly, the right model for a ccTLD).  I don't like that
they keep their registrars secret, but this is a typical mode of
operation in Europe.

The only breach of procedure is a certain lack of whois accuracy, but
this isn't something that warrants revocation in the ICANN
territories, either.
