I think it should not change, because I disagree; I do not believe NDRs' value is nil. I find NDRs of overall positive value; that is, the value of genuine NDRs outweighs the pain of blowback. But then, I actually bother to (mechanically) filter my incoming NDRs to see whether the bouncing message was mine, and reject the NDR if not (with an explanatory message, of course); and I am willing to outright block anyone that sends me NDRs that are not mechanically identifiable as NDRs (that do not follow RFC3462).
