This UK judge is ahead of his time. Right now, I believe that it is too expensive to run DNA tests on all citizens of a country. However, once a low-cost and fast DNA test is developed, then I expect universal DNA database will happen pretty quickly. A universal DNA will sold as a quick way of solving crimes and as a crime deterance. What won't be talked about is shoddy police investigations that assume if someone's DNA is at a crime scene, then they must be the perp.
