They could declare a bunch more bogus "wars" ("the war on speeding", "the
war on bunking school", "the war on J-walking") then send offenders --
sorry, "enemy combatants" -- to Gitmo...
They'd quickly run out of space though, so maybe they'd have to declare
Hawaii or Alaska "not part of the United States" and set up larger
detention camps there?
