According to Finnish language news there was two workers monitoring Internet 
'full time' before this new decision mentioned.

Reportedly the problem is the filtering system of Finnish police. It prevents 
access to YouTube etc. with specific keywords for security reasons :-(

Additionally, several police stations have no access to YouTube etc. at all.
