"German President Horst Koehler signed a legislation to allow the Criminal
Investigation Office (BKA) to start online preventive espionage, a measure
criticized by the opposition and the German press media."

The article continues:

"This controversial law started in force last Thursday, when it was agreed that
even in urgent cases, espionage on the Internet can only be authorized by a
judicial decision.

Only the deputies, religious leaders and defense lawyers are exempted, and
other categories like doctors, journalists and lawyers in general are under
analysis to be exempted."
