See, for example, http://en.wikipedia.org/wiki/World_Wide_Web, which points out that the Web wasn't even a gleam in Berners-Lee's eye until 1980 or so and wasn't a proposal until late 1990. 1993, when CERN set it free, as it were, would be a more realistic birthdate; the Wikipedia article dates that to "April 30, 1993", so that may be what you're thinking of.
