The New York Times is actually reporting that they changed the terms of the position and that he will report only to the National Security Council, not also to the National Economic Council. There's still no word that he'll have any budgetary authority.
Interestingly, he was our nation's first cybersecurity czar, appointed by Bush in December 2001. He worked on the "National Strategy to Secure Cyberspace" (http://www.dhs.gov/files/publications/editorial_0329.shtm). I guess it didn't work the first time, so they're giving him another chance.
