One agent can do a lot to move a particular case forward, as Andy Crocker did in Russia. I think we forget about the importance of the human element sometimes. In Romania, they moved more agents in as they got closer to the bust, and they did end up arresting a lot of people there. On the other hand, you're right that the scope of the problem exceeds these resources. Another good question: even if you get arrests, what is it going to take to get convictions?
