In other words, the site was overloaded by a mere 16.5 requests per second. This sounds like an issue of bad design (i.e. no caching), and even if it were a bandwidth problem they could've probably mitigated both by leasing a box running squid as a reverse proxy at a nearby NOC well before it became necessary to shut the site down. So, in essence, the issue was poor/slow IT management by TfL.
