Actually, giving a summary would kind of be contrary to the point of the 
article, 
which notes an unnamed US bill (literally: they forgot to name it, and it'll 
probably stay that way), the variations it has gone through, and the fact that 
knowing what a specific piece of legislation actually does, in the end, is 
getting 
harder and harder.
