It's true that the Windows server version of CVS is not as well supported
(as a
server) as unix variants, but check this page:

for info about running it locally or possibly as a server...

My suggestion, however, would be to run it on a cheap linux box. Linux can
be
had for free, and a very inexpensive box could be set up for this purpose...
Or,
if you already have a unix box running for another purpose, you can just put
CVS
up on that... 

CVS has several GUI clients, including a java client that runs cross
platform...

Does anyone have any low-cost alternatives (or just alternatives period) - 
not to knock VSS - I'm just curious what else is out there.

I like Steve's comment that this should be used by single users as well 
(not that I have ever blown away something important and had to chew myself 
out afterwards)
