I usually do somthing like:
<cfset crlf="
">
<cfset crlfSubstitute = "<br>">
<cfset newString = Replace(OldString, crlf, crlfSubstitute , "ALL">
It keeps everything easy to read, and I think it remains cross-platform.
Converting it to a custom-tag would also be no problem.
