actually I think he was referring to the "Application Files" article written
by Steve Nelson that essentially talks about the strengths that app_locals
and app_globals have over application.cfm

Application.cfm is always defined in Fusebox. Basically if you attempt to
call anything other than by index.cfm, the code will redirect you to the
main page or in the case below of the action for a 'badfile'.
This is a basic building block of Fusebox.
