If your Outlook is connected to an Exchange server, then you can't change
the way the message is encoded, since it is a function of the server.
Another option would be to get the owner(s) of the list server to use a Perl
script called demime.  It will strip the mime information from incoming
messages. I use it for the Majordomo server I administer.  I got tried of it
getting confused when I would send commands to it.  Also prevents sending
attachments, but that doesn't seem to be a problem for this list.

I think you have to uncheck the box that says "reply in the format sent" or
something like that...
