I believe it's an old CF bug in version 4.0.0

The issue is the form.fieldnames variable gets a list of values instead of
names in that version with that encoding...

It was fixed in 4.0.1

        Thanks for the feedback.  I don't think I was very clear the first
time.
        Unfortunately, I do not have a variable named "1" anywhere in my
code.  I
        have a hidden field named "New" in my code.  This hidden field has a
value
        of 1.  Anytime I process the form with the "multi-/part" form type,
I get
        the error as I stated below.  If I comment this code out, the next
field in
        my form is "EventName".  If I type "HalloweenParty" in the EventName
field
        and press submit, I get the same error, except this time it says:
