Because CF's not designed to be used as a mailserver.  Thought I do agree
that it would be nice to have a "retry" setting for the mail spool.

I actually don't have a problem with this limitation.  As I said above, CF's
not designed to be a mail server.  You can send email out via CFMAIL to 40,
100, 1000 people if you want, just at individual emails, not one huge one.

I can't think of a single reason you would actually have the requirement of
sending a single message with 40 recipients rather than 40 individual
emails.
