This is where it gets sticky.  Because Daylight Saving Time (and even time 
zones themselves, to a lesser extent) is a political issue, the time tables are 
reissued every year to account for changes.  For your uses, perhaps the 
simplest thing to do would be to provide a pick list with hours plus or minus, 
and a checkbox each for half-hour and DST use. This would allow the user to set 
local conditions as well as can be expected.

It's far from perfect, but considering the alternatives...
