Depends on where he/she is coding. Remember: Location, Location, Location!
When I lived in New Orleans, that was about average, actually leaning toward
the high side.
Here in Denver, it's on the low side! Junior developers make about that
much. Cost of living really should be factored into what is considered a
good or bad salary.
FYI, a nice 2000 sq. ft house in the suburbs of New Orleans goes for about
120,000 on average.
In Denver, an adequate 1700 sq. ft house in the suburbs averages about
210,000... So... do the math! :)
