I think it really boils down to this: If you're generating all
of your pages, give them ID's, because ID's are more friendly
to the application/database. If you're building the pages by 
hand, give them names, because names are friendlier to people.

However, I wouldn't call the pages by putting the ID in the
query string. Instead I would name the pages based on the
ID.

www.example.com/42.html

That cuts out your server overhead.
