I'm the "Location Code 26" master :-) (that's a bad thing)
I can cause that error with damn near anything; it's sad that there's a
product (pricey, at that [enterprise]) devoted to those errors. Hmmm.
Granted, I usually cause that error on purpose by trying new ways of doing
things, expanding CF in ways it wasn't designed for, as well as load tests.
I don't recall ever getting it in a production environment, however. As for
CFFILE, I've never had it in that situation, but I'd bet I could get one
(error) if I run a few tests.
Anyway, I think it's one of those errors that no one really understands
(even Macromedia), and is likely to be with us for a the long haul.
