Both ways are right. If the event only appears in one fuseaction,
or if the handler is determined within the fuseaction, it of
course makes sense to assign the XFA within the fuseaction.

However, if the event appears in multiple places throughout the
circuit, and you intend for it to be handled the same way each
time, it makes sense to put the XFA in app_globals.cfm.

I think Lee is absolutely right with the OnceAndOnlyOnce
principle. The idea that assigning each XFA locally keeps
potential mistakes contained is the inverse of OAOO. I
would rather my whole application misbehave and 
quickly fix my mistake before it goes into production 
than have a bug buried somewhere where it may go weeks
without being noticed.
