Create an application that outputs the content, and cfmodule it from each
of the seperate applications for each client.
then you have a seperate layout file (and custom modules) for each client,
but you can still use the same reusable module code for each. no need to
use the custom tags directory.. you can cfmodule anything.
make a mapping for /reusablemodules/ or something.
