Sounds like a job for... DHTML!!!

You can use the principles behind rollover images to toggle which "tab" is
displayed in front, and at the same time toggle the visibility of the
different form blocks.  You'd probably have the best luck with that kind of
thing if you were able to limit the browser to only IE5+ (maybe 4+).

At the end, you'd have to sumbit all the form data at once.  I haven't looked
at all, but it is distictly possible that someone has already tackled this.
It sounds like a common problem to solve.
