server.execute only includes the file if it is needed. The SSI-style
<!--#include --> runs before ASP get a crack at it, so it includes all the
code first, then runs all the code, ignoring stuff if it is conditionally
excluded. The SSI-style is a much bigger performance hit because ASP has o
process a lot more code (potentially).
