I've also used SQLProgrammer from Sylvain Faust. It's a DBA tool which
includes a PL/SQL debugger. I've used it on both SQLServer and Oracle
databases.

I'm not aware of the CF/Oracle record set return problem being resolved. We
dump the results of SPs into temp tables and then query them.

I'm attempting to use Oracle stored procedures for the first time. Oracle
SQL*Plus really stinks as an IDE. There has to be a better tool out there.
I've used Microsoft SQL Server in the past.
