because cfincludes, such as how applayout.cfm is called, are called relative
to the calling template. so in your circuit app it is looking for
applayout.cfm right in that circuit directory and the file is not there but
a level up. You dont have  problem with the top level circuit because the
file IS there.  you quickest solution, and one which may turn out to be
similar to the next iteration, is to have applayout.cfm in each circuit app.
