Can you be more specific as to the errors you are having? I don't normally code in frames but have seen it done for fusebox 3 - the fusebox 2 book has an excerpt on coding for frames - a $10 download and well worth it. AFAIK the main methodology for handling frames has not changed. A central index.cfm file subsequently calls a fra_foo_bar.cfm page in the program flow. Your header and footer files are called by this file, as well as your 'current' page. Current should be defined by that directory's index.cfm page.
As far as targets go - I remember from the code I saw that each fuseaction had a target of _top - which would have completely flushed out the frameset and returned control to index.cfm, but for the fact that it was subsequently pointed back to a 'fra_app_name' page from the index.cfm - a frameset, therefore refreshing itself. The code was Bryan Dickerson's Virtual_project - which is an excellent fusebox application to handle project management for online projects.
