The answer's pretty much the same for HTML framesets.  You would set 
up the frameset template just like a regular display fuse, call it 
dspFrameset, or whatever.  Then the frame references within that fuse 
would contain typical Fusebox URL references, including XFAs.  So 
something like this:

<frameset rows="10%, *">
  <frame src="#self#?fuseaction=#XFA.menuFrame#" name="menu">
  <frame src="#self#?fuseaction=#XFA.mainContentFrame#" 
name="mainContent">
</frameset>
