Sorry. I figured it out. The problem was that I hadn't created the programsModified fuseaction (intentionally). Even though the <do> wasn't actually getting run, when creating the parse file, the verb was checking for the fuseaction's existence and throwing the error which was making me think that it was actually trying to run the fuseaction through the circuit logic.
